These laptops are preferable to use for regular browsing and minimum programing as these laptops don't have dedicated GPU RAM, In this price segment, Following laptops will not be preferred for gaming.

Asus X540UA is the best performance laptop at this price range it had a i5 8th Gen Quad core CPU which is clocked at 1.6 GHz and Turbo Boost upto 3.6 GHz with Integrated graphics. It has a 1TB 5400 RPM HDD with 4 GB of DDR4 RAM which can be expandable upto 12 GB. It has 15.6" Anti Glare display for good viewing experience with 45% NTSC colour gamut. It is 64 Bit laptop with Windows 10 Home operating system. It comes with two USB 2.1 Port, one USB 3.1 Port, HDMI port, Micro SD Card slot and Optical disk Drive. 

This is the only laptop in this price range which comes with i5 8th Gen processor. Anyone who cannot afford a 40K Laptop can consider this laptop because of this processor. This laptop is personalised for Browsing and productive works. This laptop is usually priced around 34K but  the price can lower to 30k to 31K during offer period.

2. DELL Vostro 3490  @30,490/-

It is the only laptop with i3 10th Gen CPU which is clocked at 2.1 GHz and Turbo Boost upto 3.6 Ghz with AMD Radeon 610 2 GB vRAM Graphics. It has a 1 TB 5400 RPM HDD with 4 GB DDR4 RAM which cannot be expandable. It has a 14" HD LCD anti glare Display. It is based on 64Bit windows 10 Operating system. Company claims about 6 hrs of battery life but in a regular use it can come around 4 to 4.5 hrs. It comes with two USB 3.1 ports, One USB 2.0, One HDMI, One full size SD card reader, One Ethernet port and One display port. It weighs around 1.6 Kg.

I think this is a great laptop with a 10th Gen i3 Processor which is also compatible with the i5 8th Gen. We cannot complain about the design or performance at this price segment but, it is a great laptop for a beginner. This Laptop is priced around 31k but during sales it can come at 29 to 30k.

3. Lenovo IdeaPad S145  @31,000/-

Lenovo IdeaPad S145 is also need to be considered which has i3 8th Gen which is clocked at 2.2 GHz and turbo boosts upto 3.4 GHz with Integrated Intel Graphics. It has 1 TB of 5400 RPM HDD and a 4 GB DDR4 RAM which can be expandable upto 12 GB. Lenovo IdeaPad S145 comes with an Backlit anti glare TN Full HD Display which is a downside to this laptop. This 16:9 TN display can throw the brightness upto 250nits. This laptop is based on 64 Bit Windows 10 Home Operating System. It weighs about 1.85KG. This laptops contain two 1.5 watt stereo speakers integrated with dolby audio. It has two USB 3.1 ports, One USB 2.0 port, One HDMI port, One full size SD card slot. Battery life is about 4 to 5 hours.

Based on the specification of this laptop it will work fine for a casual usage like Browsing and some video playback. This laptop is also priced at 31k but during sales price may vary.

4. Acer Aspire 5  @34,000/-

This laptop comes with i3 8th Gen processor clocked at 2.1 GHz and turbo boost upto 3.9 GHz with Intel Integrated Graphics. It has a 1 TB 5400 RPM HDD with 4 GB of DDR4 RAM which can be expandable upto 32 GB. It has a 1080P TFT Backlit LED display. It has a 64 Bit Windows 10 operating system. It has a battery backup around 8 hours which is mostly not seen in this price range. It has Two USB 2.0, One USB 3.0, One USB Type-C, One HDMI Port and a SD card reader slot.

According to my thoughts this laptop need to be considered due to it's performance and battery life. It is a power house laptop in this price range. It usually priced around 34k but during the sales it is priced at 30 to 32K.

5. Asus VivoBook  @32,000/-

This laptop is placed at 5th position but it is also a good laptop at this price segment. It has the same specification of i3 8th processor with integrated Intel Graphics. 1 TB HDD and 4 GB DDR4 Non expandable RAM. 64 Bit Windows 10 operating system with a 15" Full HD Display. Battery backup is around 4 hours through casual usage. It has one USB 3.0 port, Two USB 2.0 Port, One HDMI port and a dedicated Micro SD card slot. It weighs around 1.8KG.

It is a decent laptop with decent specifications. It is priced around 32K but you will get discount during special offers.

The above mentioned laptops are equipped with a 720P camera. All these laptops are entry level laptops. These laptops cannot perform high level gaming but can be used for casual browsing, streaming and programing.
